TOP HIRINGS ANNOUNCED FOR HARRISBURG SCHOOL DISTRICTHarrisburg, PA—Mayor Stephen R. Reed today announced the selection of two new educators for senior vacancies in the Harrisburg School District, as well as the hiring of two consulting specialists who will provide targeted services to the District. Reed said Dr. Bernie H. Manning has been hired as Assistant Superintendent/Chief of Student Services for the District, and hired as Assistant Superintenendent/Chief of Curriculum and Instruction for the District is Dr. Winston E. Cleland. Hired as specialized consultants to the District are Lee B. Nicklos, who will be responsible for Development, Communications and Operations, and Dr. Ferman B. Moody, who will oversee future District development efforts for vocational tech programs and operations. The Mayor said Dr. Manning is widely regarded as one of the top urban educators in the nation, retiring in 2001 as Deputy Superintendent for the Pittsburgh School District. Manning began his career teaching adjudicated delinquents in Baltimore, Maryland, and later taught in the York School District. Manning then held several senior management positions within the State Dept. of Education, culminating with a nine-year tenure as a Division Chief for Special Education Policy, Planning and Auditing. He served as Deputy Superintendent of Pittsburgh’s public schools from 1993 to his retirement in 2001. Dr. Manning was educated at Morgan State University, where he majored in Psychology. He obtained his Masters degree from Penn State University, majoring in Special Education with emphasis on educating the mentally and physically challenged. He received a Doctorate of Education at the University of Pennsylvania, with emphasis on Planning, Supervision, Evaluation and Curriculum Development. Dr. Manning will be responsible for an array of activities, including safety, security, alternative education, health, nursing, counseling and social work. His salary will be $115,000 per year plus benefits. The Mayor said Dr. Winston E. Cleland is leaving his current position as Superintendent of the West Perry School District, a post held since 1988, to assume his new duties with the Harrisburg School District. Dr. Cleland began his career as a Physics teacher, with the Claymont School District, and also served as an instructor at the University of Delaware. He worked for the Delaware State Dept. of Public Instruction Planning, Research and Evaluation before assuming senior management positions with the New Castle-Gunning Bedford School District. He has also served as Assistant Superintendent of the Carlisle School District from 1984 to 1988. Dr. Cleland was educated at the University of Delaware, obtaining a Bachelors Degree in Physics, a Masters Degree in Natural Science, and a Doctoral Degree in Curriculum, Instruction and Learning. He will be responsible for curriculum and instructional development for the District and earn a salary of $115,000 a year plus benefits. Hired to provide specialized consulting services in the field of vocationaltechnical development is Dr. Ferman B. Moody, one of the Commonwealth’s most respected vo-tech educators and administrators and the former State Director of Vocational-Technical Education for the Commonwealth of Pennsylvania. He has consulted or lectured in 36 U.S. States, including 10 colleges and universities, and has provided consulting services with the U.S. Dept. of Education on several dozen different occasions. His articles and essays have received widespread acclaim and publication throughout the U.S. Dr. Moody received his Bachelors and Masters Degrees, both in Education, from the University of Virginia, and a Doctorate of Education degree from Penn State University. He was designated Virginia State University’s Eminent Scholar. Dr. Moody is considered one of the foremost experts in the state on vocational-technical schools and curriculum, and he will apply those skills and experience to developing a state-of-the-art vo-tech program and curriculum for Harrisburg. He will be paid the standard consulting fee of $500 per day. Hired to assist the HSD in development, communications and operations is Lee B. Nicklos of Pittsburgh, who for the past 18 years has served as the Director of Human Services with the Pittsburgh School District. She has an extensive Human Resources background and is well-versed in education labor laws, and will likewise be paid the standard $500 per day consulting fee. Nicklos was educated at the University of Pittsburgh, where she received a Bachelors and Masters Degrees in Elementary Education, and where she undertook pre-doctoral studies in Higher Education. She began her career in education as an Instructional Teacher Leader and Instructor with the Rogers Elementary School. She has served as Director of Human Resources for the Pittsburgh Board of Education and earlier as Coordinator of Instruction for the Columbus Middle School there. “We are delighted to welcome these four outstanding professional educators to the Harrisburg School District,” said Mayor Reed. “Each has a long and distinguished career in public education and we are fortunate to secure their services in our continuing and historic reform of the Harrisburg School District.” Reed said: “We are now moving to the next level in the improvement of urban public education with the addition of these talented persons.” XXX |
