About MOED

The Mayor’s Office Economic Development (MOED) is responsible for the promotion and advancement of business and industrial development in the City of Harrisburg. MOED provides financial assistance to City-based businesses through its low-interest rate loan program, and also serves as the gateway to other sources of financing at the state and federal level. These programs have specific credit criteria and job creation requirements, and loan terms range from three to twenty years. Eligible projects include the acquisition and/or rehabilitation of real property, new construction, purchase of machinery and equipment and the provision of working capital.

MOED provides contract procurement and other assistance to minority- and women-owned businesses throughout the greater Harrisburg region. Procurement assistance consists of matching government and private sector contracting opportunities with available Minority Business Enterprises and Women Business Enterprises (MBEs / WBEs). MOED’s MBE/WBE Certification Program provides state-recognized certification for state construction, purchasing, and various service contract opportunities. MOED also provides start-up counseling and links to various sources of more in-depth business and management training. This division provides counseling and training for business start-up and management as well.
